Tolentino Calls for Strengthening Critical Infrastructure for a Resilient Philippines

Senate Majority Leader Francis “Tol” Tolentino has emphasized the urgent need to strengthen the country’s critical infrastructure to enhance public safety, disaster response, and national security.

Tolentino has been at the forefront of legislative efforts to ensure infrastructure resilience against both natural and human-induced threats. His initiatives include modernizing urban planning, updating building standards, and expanding access to essential utilities.

One of his key proposals is the Philippine Building Act of 2023, which aims to update outdated building codes to address today’s climate and seismic challenges.

The bill underscores the importance of raising safety standards, particularly in disaster-prone areas.

Also central to Tolentino’s advocacy is the LITAW, or the Light, Internet, Tubig (Water), Assistance, and Welfare program. The proposal seeks to deliver urgent utility and welfare assistance to families affected by calamities.

“In times of calamity, families should not be immediately burdened with utility payments. The Filipino family’s priority is to repair its home,” Tolentino said in a media interview, urging short-term relief through utility subsidies.

Tolentino also proposed for the Department of Social Welfare and Development (DSWD) to temporarily suspend billing for electricity, water, and internet services in disaster-stricken areas, allowing families to focus on recovery and rebuilding.

“The goal of the LITAW program is not just to provide temporary relief but to equip Filipino families with the tools and resources they need to recover and thrive, even in the aftermath of a disaster,” the senator added.

Complementing this effort is the Tolentino-filed Senate Bill No. 2970, which seeks to exempt electricity and internet services from the 12% value-added tax (VAT), making these essential utilities more accessible and affordable.

“The role of electricity and internet in our daily lives—especially in education and remote work—cannot be overstated.

“By removing VAT, we ease the financial burden on Filipino families and help foster a more inclusive digital economy,” Tolentino noted in his explanatory note.

Tolentino has also strongly advocated for keeping critical infrastructure under Filipino control, especially in or near strategic zones.

In addition, the senator remains committed to pushing for infrastructure policies that are forward-looking, people-centered, and grounded in national interest.
