Senate President Francis “Chiz” Escudero claimed that 72 bills were signed into law in 2024. Under his leadership, the Senate passed 108 bills, with many addressing urgent economic, security, and social concerns.
Along with a number of bills, treaties, and other forms of legislation, five stood out for their potential long-term impact:
The Magna Carta of Filipino Seafarers (RA 12021), seeks to protect the rights and welfare of Filipino seafarers, who form a significant portion of the global maritime workforce. This law mandates improved working conditions, access to legal assistance, and fair compensation for seafarers, ensuring they are better protected both locally and internationally.
Another significant development is the Philippine Maritime Zones Act (RA 12064). This law establishes clear maritime boundaries in accordance with international standards, reinforcing the country’s territorial claims and jurisdiction over its waters. Experts believe it will enhance the Philippines’ ability to protect its maritime resources and assert sovereignty in disputed areas.
The Philippine Archipelagic Sea Lanes Act (RA 12065), was also enacted to designate and regulate specific sea lanes through the country’s waters. This aims to balance the facilitation of international navigation with the protection of national security and marine ecosystems. Advocates have praised this law for its strategic importance in maintaining peace and security within the region.
To address the longstanding challenges in the agriculture sector, Amendments to the Rice Tariffication Law (RA 12078) were signed into law. These amendments introduce more robust safeguards for local farmers, including increased subsidies and stricter regulations on rice imports to stabilize the market and ensure fair pricing.
